The government is not involved in that issue, It is solely the league as a private membership association, deciding that they don't wish to have someone remain a member. If Sterling did not realize this when he bought the team he had a fool for a lawyer. A private club (for that is really what the NBA is) can decide to expel any member at any time if they want to that again is a principal of libertarianism. So it is the right of the club versus the right of the individual.

Now on the land issue it has been a point that beach access in Ca must be granted by the 1960s coastal zone preservation act, as the beach is public. The act provides that the public must be provided a way to get to its beach. Did Khosla not build a walkway with walls to provide the access? (Look at the coast in Malibu to see how this works, you see walkways between the houses so the public can access the beach.
