The USA Today article doesn't explain what federal action, if any, would be needed to admit the new six states to the union...

See Article IV, Section 3 of the Constitution: New States may be admitted by the Congress into this Union, but no new State shall be formed or erected within the Jurisdiction of any other State...without the consent of the Legislatures of the States concerned as well as of the Congress.

Notwithstanding the referendum, the California legislature would have to approve the creation of any new states.
