It is true that subject organizations worked well, worked together, and were innovative. What is not true is that this arrangement became "ossified" and somehow less productive...such that decentralized institutions developed.to replace the "ossified" ones. of course, one could try to make the case that almost all large institutions tend toward ossification...and be right much of the time, but not all.
