We have thongs of people desparately trying to get permission to live and work in the US legally, while dual nationals are lining up to shed their US citizenship. Could it be the regime we have set up where foreign institutions shun doing business with US citizens lest the be subject to onerous US regulation? Could it be our taxation of our non-resident citizens' world-wide earnings, not just their US earnings?

People respond to incentives. What are the incentives for renouncing US citizenship which is seen by so many of the world's poor as the ticket to prosperity?
