This is the way federal prosecutors work in general today.

Mandatory sentencing guidelines mean that if they convict you the book is thrown at you, so they have effectively eliminated the jury and the judge. I have heard comments that the repeal of the sentencing guidelines would be a good first step, let the judge decide what is appropriate.
