If gambling is encouraged lets move Wall Street to Las Vegas (there is plenty of housing available there)and let the Nevada Gambling commission regulate it, and tax it as gambling. Or perhaps Atlantic City. Since it is admited it is gambling, Pigovian taxes make sense.
