The right answer regarding net neutrality is an absolute NO. It is not an issue of "if" some specific abuse arises, since if some "abuse" occurs in the free market, then the abuser eventually gets destroyed by the market. Free people do not pay for abuse, unless it isn't really abuse, only "abuse" as defined by some government seeking power. In a free market, companies who abuse, lose.
