I think Prof. Reynolds, if he is making a serious proposal, needs to flesh it out. Is he being real, or being simply hyberbolic or sarcastic?

How would a House of Rep(eal) work? How would it interact with the Congress, the Presidency, the Supreme Court? As a good Madisonian, there needs to be details of the "engineering" of the new political mechanism he proposes.

Perhaps he wrote the piece only as an attack on the Congress in recent times. If that is the case, then the real answer is to reform the Congress on more Foundational principles so that it will do its own repealing!
