Historically at least up to the french revolution/ early part of the 19th century (Depending on the country) Jews were better off in the Ottoman empire than in Western Europe, They just paid an extra tax. But as people of the book were allowed their own family courts using jewish law. Also true in Spain when the moslems ruled there, the christians both the Visigoths and the Ferdiand and Issabella regime expelled the jews/forced converted them, and then subject the converts to the inquisition to see if they really meant it.
