I think the situation in Buffalo earlier this winter made a difference

Seeing the number of folks stuck for up to 24+ hours on the Thruway around Buffalo, influenced the Governor. Combine it with forecasts that would have said up to a 30% probability of the heavy snow (1 of 3 models). Combine this with what happened in Chicago with folks stranded on Lake Shore drive in 2011, and consider the issue with the city. Now one could have kept the underground subways running, but the suburban trains being above ground would be shut down with 30 inches.

It appears that the tatics did work in Boston in avoiding folks being stranded on the freeways there also.
