Glad the editor brought up this obscure but potentially important article from way back when.

Regarding the "dual legitimacy problem", one might argue it is not a problem, but was a deliberate outcome of the Madisonian Consitution we (nominally) have. The founders emphasized the structural design of "checks", and certainly a central one was the check that the executive and the legislature have upon each other. So, one might properly see it as a feature, regardless of party.
