With the law about emergency rooms treating regardless of insurance a person may feel that there is no truck with their name on it. But if a truck does hit them, then everyone else pays for it. (Likewise for other emergency services). Unless you provide that no insurance= no care you have to have a mandate to solve the free rider problem.
