(United States), Jul 30, 2015 17:28 Harry should realize a simple fact -- not every human being is the same as every other human being. Likewise, there are racial/ethnic differences between human groups -- so the birth of natives will have a different impact on human capital and the domestic labor force than immigrants coming into a country will impact the same human capital/domestic labor force. In some cases this impact might drive down the price of low-skilled labor (unless Harry and Ira don't believe in supply and demand) and in other cases it won't have an impact on low-skilled labor because the immigrants themselves are highly skilled. My favorite quote from the Mariel Boatlift paper: "Observers in Miami at the time of the Boatlift noted the strain caused by the Marie1 immigration. The homicide rate increased nearly 30% between 1979 and 1980 (see Wilbanks 1984:142). On the weekend of May 17, 1980, a three-day riot occurred in several black neighborhoods, killing 13. A government-sponsored committee that was set up to investigate the riot identified other long-standing grievances in the black community as its cause, but cited the labor market competition of Cuban refugees as an important background factor (Governor of Florida 1980: 14-13)."
