It not congress it is the states.

Most of the licensing issues are state issues not federal issues. So the question is when will the govenors and legislatures in the several states do their part. Starting with the states where the republicans control the government. For example one article talked about licensing for landscapers. Unless they apply controled pesticides they should not need licenses.
