If you were to raise the points for having family to say 10 or 15 from the five in the canadian , (67 is the qualifying level) , As well change the language to english only for 24 points (since french is not relevant). you would still encourage family reunification somewhat but still require some skills (education primarily). Note that Australia as well has a similar points system.
