An absolutely awful idea

We should be simplifying the tax code, not complicating it. If this is such an inportant expenditure, it should be done with an apopropriation annually so we can see what the true cost is. I suspect that if it and most of the other tax gimmicks were done this way, they would disappear as taxpayers would be appalled when they saw their true costs.
