(due to flucutuations in the Au Dollar etc). It appears that in general in construction cost overruns are facts of life, just like software failures occur just as much in private as in public spaces. I suspect part of it is a felt need to hurry, In the case of the bay bridge it got caught also by the commodity price boom during the time the steel was being purchased.
