Following this economist article: http://www.economist.com/news/middle-east-and-africa/21677550-unexpected-end-man-who-helped-deceive-america-war-iraq-ahmed Chalabi suckered the US into Iraq.

Also made nice with Iran,

Partly because he had been in school with some of the NeoCons so the Neocons trusted hime even when he greatly exagerated Saddam's weapons of mass Destruction. So opinions clearly vary greatly.
