If you look at this web site which shows the number of Brewers: https://www.brewersassociation.org/statistics/number-of-breweries/ It shows the number of brewers going up. However most are craft or regional craft, or brewpubs. The issue is they must segment the market into national brands which of course are a fairly recent development. (Regional brands dominated into the 1960s) Now perhaps their definition is based upon brewers that make product for grocery shelves, which the natural thing is to do is to combine to cut distribution costs (delivery trucks, warehouses ....) But then the question is why not change the laws to allow brewers to ship direct to home?
