What we learned is that while some new programs are on the chopping block, the vast majority of the cuts are being made to existing basic programs such as libraries and special classes for children with autism and other special needs. There are many other examples. Your comments above imply that the "rising expenses" are simply from new programs, when in fact they are largely due (according to the BPS school committee) to union-contracted salary increases, rising transportation costs (the T is raising the student fare next year), and other things not within the sole discretion of the BPS.
