Note that the numbers involve using 7-eleven as a payment agent. So the limit and fee may well be what 7-eleven feels is safe since 7-elevens are also stop and rob stores. So they may not want that much cash around to minimize losses due to robberies. Other than this it appears that the IRS did not have anyway to take cash directly.

Note that there are also fees involved if you use a credit card.
