In larger school districts set it up so that enrollment in a particular school is purely first come first served (won't work in a district with just 1 elementary, Junior High, and High School). No attendance zones whatsoever (except that folks in the old attendance zones of good schools will complain about house prices crashing). Then rank the schools by the size of their waiting lists, and allow principals to change things to get more customers.
