Using as a baseline the president's Constitutional powers, there is nothing he/she could do to affect any of the data points in your piece. Most are left to the legislature and some to the courts. None to the president. Ilya Somin has pointed out that an element of the political ignorance (not a perjorative, just a statement of the lack of information) in our country is the extent to which voters do not know who to blame when things go astray. I'd prefer a country where a president lacked the power to affect any of the measuring rods listed in your piece. However, given the country we have, and with sadness I agree with your conclusions, more or less.
