Grameen Bank won a nobel prize in economics for this idea: https://en.wikipedia.org/wiki/Grameen_Bank.

Of course historically banks have been for the folks at the top and did not really care about the lower class folks. Typically the only way to get a loan was not to need one in most countries (including the US before 1913).
