I was once at a meeting with a newly elected mayor of my city who had served a long time in city council before becoming mayor. He started talking about the "B team", exactly the same thing, which was a term I had never heard before but quickly understood. In most departments, the mayor could appoint only the department head and two deputies. Everyone else was civil service and virtually untouchable. Hard to make changes when only the top 3 people in a department are accountable.
