In the 1960s New York had the highest population. New York has been losing residents ever since. Until recently it was mostly upstate that lost people, but now it's moved south. Anyway the tax argument does not fully apply here with CA and NJ being on the destinations list. (note how many fortune 500 cos have left/been merged out of New York since 1960).
