Trumps general plans on the subject were hardly a secret, being one of the things he talked about during the campaign a lot. However the implementation of the plan was a total screw up. At a minimum they could have said that all those on planes in x hours will be admited to avoid the airport jam ups. Further make clear that green card holders were not involved, and clarify which non us dual passport holders were affected (in particular Canadians with dual citizenship). Of course part of this may be that the White House staff does not know how things work, and did not do the coordination needed. Trump was right that days would have given folks warning, but hours no, and add that you could block people whose reservations were made after the announcment.

The issue is the white house staff look like a bunch of incompetents.
