Government spending is the goods and services the state removes from the economy (and from their rightful owners). Taxation is only one way to extract the wealth. The other two are debt and inflation.

If the government gives you a cake, it has to have taken it from somewhere and someone.

Tax policy that's "revenue neutral" is designed to allow the government to suck out just as much real wealth as before the change.

I suppose some ways of getting your blood are less destructive than others, but the main thing is take less blood. But that's not even on the table.
