It would be nice if the NYT filled us in on how much government regulation adds to the price of a typical apple. When they do not do so it gives the impression that the cost of regulation falls primarily on the business, rather than the consumer. If we believe that fresh produce is relatively healthy compared to other foods then regulations that make it more expensive and so reduce overall consumption must inevitably negatively impact our health.
