Read The Great Pontificator's opening comments, which certainly were read from the teleprompter.

"The American people should know that from the moment this disaster began, the federal government has been in charge of the response effort. "

Notice that he did NOT say the government has been in charge -- a subtle difference of which WJC would be proud.
