Mr. Mulvaney's memo is a modest restorative and, as the writer says, shouldn't be attacked by the Washington press.

However, the real problem here is that the GOP has not taken any action to wipe out this anti-American bureaucracy. Yes, I know it would be tough to eliminate the agency all together -- though that is what should be done -- since the GOP doesn't have at least 60 votes in the Senate. But the maliciousness of this kind of lawless agency would warrant *considering* changing the Senate rules to have a simple majority pass a law voiding this agency's existence, and one would hope the President would sign it.
