The idea is that law enforcement has to be 100% effective to win praise, while if every once in a while a terrorist (since for all practical purposes the effect of the shooting was to terrorize folks, ignoring the government definition), need only get thru one time. (Consider that there was apparently a terrorist plot foiled in NYC Wednesday also)
