At least you devolve a lot of federal issues on the states,and then let the states consider if things should be done state wide or on a more local business (since all local government exists only at the pleasure of the state government). On the environment you might set standards at the federal level and bribe the states to adopt them (this is called federal grants), which would depend on the states meeting the goals. Thus a much smaller epa for example.
