Finally discovered it was a business not worth going into beyond issuing its own credit card (thus claiming part of the fees). For the target market (which was said to be unbanked folks) perhaps a prepaid debit card with attached bill pay service would be sufficient, no need for locations, and Amazon could use the float for its own purposes, since it would not make loans it would not be a bank
