I suspect the objection that will be made is high paid folks already get this

As a part of their benefits package, if working for a major corp, there
is typically a sick leave as well as a long term disability package. Plus for long term enough disability there is social security. Note that Ca already has a disablity plan paid for by assessments on employees.
