See the report of the bipartisan commission appointed by Governor Schwartzenager (not sure of spelling) in California on taxes ... headed or co-headed, I think, by the fairly conservative Michael Boskin, suggesting a VAT tax, coupled with lower individual and corporate rates. This report deserves careful review, in my opinion.
