This sort of behavior is a sign of fly by night operators along with the much higher relative accident rate. Perhaps a simple fix is to boost the maximum liability for passenger industries and require that it be bought from an insurance company, who can take over the regulation charging an exorbitant premium if you don't follow their rules.
