Note the 21st amendment repealing national prohibition provides that the the transportation or importation of intoxicating liquors in violation of the laws of the state is prohibited. Since the 21st comes after the first, it would trump the first in this case. (The courts have ruled that the 21st effectivly repeals the commerce clause for intoxicating liquors)
