Once again blame labor. When projects are complete way ahead of schedule, all praises go to manafement. When everything goes wrong, forget about engineering issues, logistics, typical conflicts such as scheduling issues, change orders, back orders on material and equipment, permitting, etc etc the list is endless. It all gets put on the lap of the working person, the bottom of the totem pole. It has been this way forever and it will never change!
