Can NY wine stores now sell corkscrews?

Many years ago, I tried to buy a bottle of wine and a corkscrew from a Manhattan wine store. The clerk said a wine store was prohibited from selling corkscrews. He kindly pulled the cork of my bottle out with his corkscrew and pushed in only halfway back in, so I could open the bottle in my hotel room.
