Unquestionably government funds are often ill-used, but still, the way I understand the Constitution, the only purpose for taxes is to raise revenues. One of our modern problems is that we view taxes as a means to achieve fairness. For instance candidate Obama stated (answering a question from Charles Gibson), that even though Bush's tax rate were bringing in more revenues, he would increase the tax rate for the sake of fairness. The American public needs to understand that if they want more revenues going into the coffers of government you lower the taxes; but if they want more taxes to achieve fairness, then they need to amend the Constitution.
