Both of these demographics complete a census as well and typically are below the poverty level. I'm not saying there were 3.8M refuges and illegal immigrants coming into the country in that time span, but you also need to include those that fell out of the middle class and into poverty due to the economic collapse that started in 9-2008. If you reduce the number of illegal immigrants, cut back on refugee immigration (and give those that are already here time to prosper) and get the economy back on track, you'll see the poverty rate drop significantly.
