It was in the past a way for the ward heeler to give favors out. Its just like taxi medallions and the like, the incumbents get ahold of the local gov and get protection. I think the auction idea should also be applied to NYC taxis you get a medallion for 10 years and then it goes into a pool for auction where the highest bidders get the medallion. So the money goes to the city rather than the medallion owner. The FCC should do the same for airwaves every 10-20 years run an auction process for the licenses, no perpetual licenses.
