NPR uses a model which isn't all that different from commercial radio: the news programming is something the local station pays for, buying it from the producer, NPR. The same is true for a group of what are in effect syndicated shows: Prairie Home Companion (American Public Radio) and Car Talk (WBUR-Boston).

But, just like commercial stations, nearly all the music programming is local and not derived from NPR or anywhere else- in other words, your local public-radio station can continue to broadcast jazz and classical and Albanian folk dances just like it always had, even if it pulls the plug on National Palestinian Radio news- and save money to boot. Those annoying pledge drives largely go to pay for syndicated content.
