Everyone knows this, and has known it quite explicitly, since at least the mid 80s when Charles Murray released Losing Ground. The entire Black leadership know this. They have done zero to remedy it. It is entirely possible that the black community is too far gone to restore marriage to their culture. No one can do this from outside, of course. Things will not get better unless it changes, though. Now what?
