This was originally scheduled to take effect nation wide Jan 1 2020. But was postponed by the then current administration. If your recall there was a phased in ban of some incandescent bulbs in the early 2010s.This just carries the bans further. Led bulbs provide a lot more light than the older bulbs saving about 87% of the energy. Actually the transition to leds means that different fixture designs are possible with panels that emit light rather than point source bulbs.
If you consider a lot of bans exist on products such as bans on lead based paint (1978) asbestos and many product that are considered unsafe, for example chemistry sets for kids sold in the 1960 have a significant number of parts banned today.
