While Leonhardt pulls the heart strings in mentioning children, the argument is no less true for an adult. If you have a comfortable job with health benefits, you are much less likely to give them up to start a business knowing you will be without affordable health care for some period of time. The same argument can be made (and I think has been made on this site) about the mortgage interest tax deduction limiting the ability of workers to move and take new jobs that better suit them.

I agree "job-lock" is an issue, which is why moving health insurance away from employers (where it started as a way around wage controls) and to individuals would be an improvement.
