Individual health insurance cannot work, unless it is community rated, otherwise it is basically a mockery of the concept of shared risk which is the basis of insurance. Wyden Bennett which got nowhere, would basically open the federal employees health plan to all. Alternatively allow people to get permanent CORBA, so once you have insurance you can keep it. Individual health insurance has been destroyed by the IT revolution allowing companies to slice and dice to get a custom premium for all, making this kind of insurance more a savings plan than insurance.
