clarification

I believe he means modest based on how much work Gibbs or any press secretary does in comparison to the lady that works at the DMV or other typical government workers. Gibbs makes a lot more but since when has the DMV lady ever been virtually on call 24/7 for two years straight or been required to inform the country about the President on anything?
