They wanted to build a store on the south side, but folks objected there. In this case it's a desire for protection, which all business really wants, to be protected from their competitors. If you can't provide a service at a price as good as the competition, you want the government to step in and protect you. The issue is that smaller merchants can't compete on price and do not provide good enough service to make up for it.
